Why men aren't allowed to wear casual dresses in the office? I don't know about other guys, but my legs are pretty hairy. Not real attractive.
If you mean casual clothes in general, it's probably because casual women's clothes are harder to distinguish from business dress vs men's casual and business dress.
Guy's just have shirts, ties and suits. It's pretty easy to draw distinctions.

Everywhere I've worked that had a "casual dress" day or "jeans Friday" included males and females...dress up or dress down should apply to all employees, not one sex or the other...
