Some of the problems you mentioned are direct results of other problems.

For example, China's overpopulation has led to overuse of pesticide, deforrestation from increasing timber demand and need for space, water polution from human waste and pesticides, etc.,.

As far as the western hemisphere is concerned, your best bets would probably be Haiti and the Dominican Republic. Their population has basically overrun their ability to provide for their people. They have some of the worst poverty rates in the world, which unfortunately lead to less attention to environmental concerns. Fortunately, the small size of these countries has limited their environmental impact on the region.
