first u should have a skating ring party and invite lots of ppl then u should have like 5 girls come home and spend the night then the next day u all go 2 the mall and spend ur b-day money and get some new clothes and shoes. that's wat i did and it was great!

Ice skating party. If your birthday is in the summer even people who can't skate will have a great time being someplace cool. A lot of rinks will include skates and a free lesson as part of the party package.

See if a movie theatre near you does birthday parties and invite a bunch of friends... or have a sleepover... or invite some girlfriends putt-putting... or skating... or a pool party... or one of my personal favorites...
Ask your parents to allow you to invite your best friend (or up to 3 other girls) to go with you to a real restaurant... like Red Lobster or Olive Garden... and just have a grown-up meal without any grown-ups chaperoning you. (Make sure they explain to you how to tip the waitress though...) All they would need to do is explain to the hostess when they drop you off... it's a lot of fun to do a girls lunch out without the 'rents :)
