no. most firms will filter the applications through the personnel office for qualified applcants and may or may not call them for an interview. the one you need to contact is the one with hiring authorityn not just someone at the company. it takes a little effort, but it isn't impossible to find out who that person is.

Of course not. You should pick the people with the best qualifications for the position, and interview them.
