Please don't ask non-questions. It IS against the terms of service to clutter the board with non-question and non-answers. If you forget your question, just post it later when you do remember it. No point gaming is allowed. Aside from which, each question deducts 5 points from your total. So it's a waste of your points as well...
Probably under section i) in terms of service. Don't post junk or make the service more difficult to use yb cluttering it such that the screen scrolls by too fast or users can't find the information they're looking for or can't find LEGITIMATE question posts.
People should flag every junk post they see as "Not a Question or Answer"
In the "Report Abuse" link under the poster's name at the top of the post. And for everyoen else, remember, yahoo reserves the right to reminate your ENTIRE account if too many people report you for abuse. That includes not just answers.yahoo.com, but all parts of yahoo associated with your acount including e-mail, games.yahoo.com, etc. So, careful not to clutter or you may lose much more than you bargained for.
All abuse reports are looked at by customer service. So, abuse reports should be legitimate, IE, no revenge abuse reports. They won't do anything if they can't substantiate an "abuse" claim.
