Dr. Doom. I mean he's arrogant as hell, but considering he's that awesome, I think he's allowed to be. Either Dr. Doom, or Lobo, who is simply awesome. If Deadpool counts as a villain, then there wouldn't even be any competition though, but he's more of a 'neutral but an idiot' guy.
