One can never truly understand the way they act, but it helps to try. Looking at the environment which they are in have have grown up in definately helps. People are also shaped by past experiences. Other than that, there is no one who truly understands them.

No particular individual or academic field can claim to have a monopoly on the knolwdge you're inquiring about. But you can come somewhat close (or less far) if you combine what psychology, psychiatry, neurology, philosophy, political science, sociology, theology (religion) have to say. Even then, I'm sure I've forgotten at least a couple of items to add to that list... Oh I know...you gotta factor in things like information obtained by channelers who are in special mental communication with aliens from other realms, angels, spirits, etc. (not a joke; some people are quite serious about that type of information source).

Absolutely no human anywhere. If you threw every thought from every economist, sociologist, and psychaitrist into a pile, that mountain of thought will will not fully understand why people act the way they do. In each of those fields of study there will be some pretty consistent educated guesses, but the pile of exceptions that so constantly break the rules will prove my point, no one understands people perfectly. That is what keeps these social sciences-types employed.

It would help if you'd be more specific, but people act the way they do from the way they've been taught by parents, peers, and all sorts of influences in their lives. Sometimes negative behaviors are caused from an underlying mental illness which can be hereditary or environmental. Our experiences in life can shape who we become both negative and positive.
