Why would he, by having the situation get out of hand there will be more terrorist and terrorist sympathizers and if that happens the necons can use people's fears to gain more more power just like how the Nazis did in Germany.
p.s. when i compare the neocons and the Nazis i only refer to the fact that they are both in power because of fear of foreign dangers i am not referring to the SS or the SA or the Holocaust.
