No one "discovered"! Every single person who can see has seen it and it's been there allot longer than there have been people. That is like asking "who discovered the planet Earth?"

The "discovery", as one might expect is prehistoric, so no one knows exactly who first noticed it. The earliest identifiable relics that indicate the phases of the moon date back to about 30,000 bce. The Blanchard Bone is one of the best known.
