My cat use to sit on my shoulder, just perch there. Perhaps they have an identity crisis, maybe they need species appropriate role models. Perhap a good life coach can help. Do you have any other birds? Perhaps that's something you should consider. Good luck.

Take ur bird out its cage and borrow ur nieghbor's cat and stick it in the cage, i dont know if it will help but it would be damn funny to see, mail me pictures if you do it.
