yeah for the most part it's the providers that build them and possible rent the land to support a tower. There are actually companies that just build and maintain cell towers (IE Western Wireless) and they charge providers out the butt to let their customers roam on them.

I know of some farmers by me in oswego Illinois who rent out towers on their property. They say they make a lot of good money renting out towers (parts) to cell phone companies.
