Go to options on the yahoo mail page. click on filters and put in the information that appears on the unwanted e-mails then click save. Also click on spam when you receive the e-mail and that should do it as well

depending on the method used to read your mail, you may have an easy option to mark the mail as spam. that will alert your email provider so they can use the info to help refine their filters. if you use outlook to read your mail, there are tools built in for handling spam (aka junk e-mail).
in addition to marking an email as spam or junk, you can also forward it to spam@uce.gov so it's being reported to the fcc.
ebay has their own email address to report suspected fake ebay
messages: spoof@ebay.com
hope this is what you're looking for.

You can block any user from sending you any e-mail. When you get something from them, before you delete it, click block user.
