So you have proof that you are who you say you are. If you don't have any ID you will have to use a birth certificate and maybe a yearbook for a picture.

so the person whos issueing you with further id knows they are giving it to the right person..what if! they gave your new id to someone who didnt produce id in the first place...then what?
