Can it? You would have to have a tag and insurance at the very least, as well as a fourwheeler that could keep up with highway traffic.

Just trying to figure it out for a conversating that took place.

Depends. In some states they are legal on particular roads.

No four wheelers if you are talking about quads can not be legalized for public roads, but you can put a flashing light on it and drive it on a public road because it is considered a piece of farming equipment. So just like the farmers drive tractors down the street with a flashing light you can do that with a quad. Hope this helps your conversation.

If you mean ATV, no way
If you mean the larger John Deere and Yamaha Sport vehicles, they are legal in some places to be operated on local streets, but never the highway. It requires a special permit and insurance. For the amount of money it costs, you can buy a car.

No. there is no way. You can't get a tag for it first of all. And second of all they are not designed for on road use. For that last reason alone, you will never be able to legally ride them on public highways.

It's probably on a state by state basis but generally no they cannot be legalized for public road use.
