To save on laundry detergent and electricity??
Take them shopping and recommend some laundry detergents. And if that doesnt work, buy them a new outfit.. then they will have another option of clothing to wear! Recommend they mix and match it with the clothes they aready own.
Or
Give them a gift basket full of different types of detergents, soaps, sprays, etc. That might do the trick.. subtle yet to the point!

Many reasons. Poverty, fire causing loss of possessions, mental illness. If the person is a student, speak to the teacher about your concerns.
If the person works with you, speak to your boss. If you are not willing to stand up, you have to put up.

I know a guy who wore the same OUTFIT for 3 days straight!! It bothered me much!!! They just don't want to change their outfit which I find very DISCUSTING!!!

ask them in a nice way if they have more then one set of clothes, maybe their water was shut off. i know how you feel.People .i know all sleep with their clothes on.I give them new ones but it dosen't help.

well, i think they suffer from depressiojn, when i m depressed i look like hell&i don't even choose things that fit together, so try to cheer them up
