Depends on the type of music you're looking for. You're not going to get commercial music that you hear on the radio without exposing yourself to a possible lawsuit.
If you're not looking for specific music, independent musicians can make some of the best music out there, but they are often hit or miss - some music can really suck.

You need bittorrent mate
You need to download a program called azureus (http://azureus.sourceforge.net)
Then if you go to sites like www.torrentspy.com, www.torrentbox.com, www.isohunt.com you can download files called "torrents" - you can then load these torrent files into azureus and hey presto you can download the music for free.
BEWARE THIS IS HIGHLY ILLEGAL
