Handguns can be oily. Superman's cape and tights are not of extra-terrestrial origin, and dry cleaning is not cheap on a newsman's salary. There is the additional concern of maintaining his anonymity. Dry cleaners are not known for their discretion (see the Lewinsky Scandal).

Because the bullets lose most of their momentum when they hit his chest and don't ricochet hard, but with a gun it could bounce off him with extreme force and hit someone in the face, and totally kill them? As to why people throw the guns in the first place, because they are frustrated and hope something will work?
