A friend of mine needs to fly to El Salvador to help her dieing mother and someone has offered to give her their airline miles. Can they do that?

Absolutely.
The owner of the mileage needs to book the reservation with the airline. This is no problem.

Sure. The person with the miles needs to make the reservation and recieve the ticket (so the airline knows the miles are being given voluntarily). This is done all the time and is a generous and easy qesture for a friend or family member needing last minute travel without horrendous costs.

Yep, just have the mile holder book the ticket in your friend's name.

Depends on the airlines, sometime you can transfer or sometimes they can be converted to gift certificates.

yes they can, theyll just get a ticket using their miles and give to the the other person, very simple
