I've never seen a "garden" with grass. If you trying to grow a flower garden by seed you might be too late - but try your local nursery - buy pre-started perennials.

If your trying to actually grow a lawn, NO its not too late - the fall months are the best time to plant grass seed.

You can weed the entire thing, and pull the sod up and turn it to dirt, and then if you choose to bring in some river pebles or even river rock, and start decorating. I still plant grass seed into the fall, and when it snows, etc. come spring, some of it starts to take already. Depends on where you live as well.

It is not too late to plant WARM season grass. Bermuda, Zoysia, Centipede, or St. Augustine are fine to plant until middle of September. Fescue and Rye can be planted middle of September through February.
