A blonde *is* a woman. A blond is a man.
And I think that most people who make blonde jokes do so referencing the hair color, not the sex. I've seen blond guys be the target of specific blonde jokes.

i know! even if blond women seem to be stupider blond guys can be pretty dumb themselves. i know because i have a blond guy friend and he like the stupiest i have ever met
