Why when you pull weeds by the root, they don't come back, but when you pull leg hairs...?

Why when you pull leg hairs (root and all) out, they come back when weeds don't?

hair is dead skin cells your body needs to get rid of them and thats why we have hair even in some places we dont want to...if you wax long enough your body gets the point and you stop getting as much hair on your legs
