A more transparent way, however, is through nuclear power arrangements, including the 1,000-megawatt nuclear power plant under construction outside Bushehr, for which Russia has an $800 million construction contract. A $1 billion contract for a second reactor at Bushehr is pending. Although the plant will operate under International Atomic Energy Agency safeguards, Israel remains suspicious.

Why? Obtaining a weapon would not achieve anything. Weapons production makes you a player. Iran plans to become a world player so to speak. Currently, the only nation the world takes seriously in the region is Israel. Iran wants to change the paradigm.
How many Muslim countries can you name that the world respects? There is only one Jewish nation and it is considered by much of the world to be worthy of respect.
Iran is also seeking security. If Iraq can be invaded under a false pretext, they wonder if they might be next. It has already happened to Lebanon. So their leadership figures, if they have nukes, nations will think twice about invading.

the black market doesn't usually just toss around nukes, sometimes plans for nukes though, Since it is hard to enrich uranium, it tends to be more difficult to obtain.
Iran is trying to be abel to enrich uranium for their nuclear power, you know power plants. But since there is so much war, and fighting involved in that area, it would be a high target for Terrorists, to easily obtain the uranium if produced.
Also, They will probably use it to secretly develope their own, war heads.
But remember, it only takes ONE nuclear bomb to destroy the entire world, by simple radiation fall out alone.
So people tend to not make that readily available, unless they are Kamikazie.

Anything's possible. No one knows the real deal on their own nuclear program, so they might have one in a few years time.
One country no one's talking about that has nukes is Pakistan. If the current government is ever replaced by one that sympathizes with terrorists, that would be bad...
