who is the boss in Iran?

He's a bit like Bush.. he's not a mere puppet, but he's surrounded by others who are at least if not more, influential than he is (Ayatollah).

But, there's something else.. some of the things he says, is probably more intended for Iranian people (populism) than for the outside world.

I can't figure Iran out yet.. if they really intended evil, and didn't just try to play a political game of threat just to warn and be left alone and/or influence some of the political balance, why would they announce it openly and cause them to be watched closely? Why wouldn't they develop their nukes illegally and undercover, violating international laws and treats, like Israel did?
