Yes, to help concentrate.
Also, while you're driving at high speeds your car can get quite loud from the wind resistance outside and the engine and the tires on the road.
When you finally slow down the radio will seem loud because you had it turned up so you can hear it over the other noises produced by the car.

The only time I turn down my radio is when the cops pull me over - I just don't want to get my a$$ beat to a soundtrack,

Helps you consentrate. Having that extra noise can make your mind wonder off what you are doing. Especially if it is a song you like

I guess some people think they'll hear someone yell "This is where you wanna be!" I do it because I can't see if I can't hear (and vice versa).
