In my city they are used by almost everyone.
We are a gated community with 4,300 homes and golf cart use is accepted and the community controls it with permits and insurance requirements.
There are some issues that come with the use of these vehicles.
1. It has become very popular to modify them, thereby making them unsafe and several people have been killed here in their modified carts.
2. Gas powered carts are also becoming popular and these are also modified with loud stereos, exhausts, etc.
3. All terrain vehicles like Yamaha Gators are slipping in under the guise of golf carts. They are noisy and travel at high rates of speed unlike their quiet electric cousins, the golf cart.
However despite all of my dire predictions they do save gasoline and are generally quieter than cars and trucks.
Oh yes, they require their own lanes to travel in. Kind of like bike lanes.

Becuase golf carts are slow, flimsly, make an annoying backing up noise, and get in the way of real cars. You may as well ask why people can't ride mopeds on the highway. Some people want to go 30MPH in a 30MPH city zone rather than be stuck behind a 10MPH golf cart.
