you cant, a url is a webpage. an mp3 is a file type, u can have a link to download an mp3, or u can program to have the mp3 play when viewing the website, but you cant turn an mp3 into a url

u dont turn mp3 files to url's u can make urls link to mp3, via html code, eg hrefs, i would advise reading up on how to create html href links.

if you want to upload mp3 files to a website you can use a server which offers free uploading (there are plenty) and then streamline that link
