It's 3. But only if the 4 is very small.
If the 4 is exceptionally large, 1+4 could be 6 or sometimes even 9.
But if both the 4 and the 1are very tiny you could get a number as small as -2 or even smaller, I've gotten -12 from 1+4 before.
