Cicada is the most likely answer, though other
insects might also leave shed skins clinging to
trees. Cicadas are often called locusts, but this
is not really correct. The migratory locusts, and
the ones mentioned in the Bible when someone
was said to live on locusts and honey are what are
normally called grasshoppers.

Maybe you are thinking of the Cicada. It's not really a beetle though.

Cicada (Locust) .. they also make that strange loud buzzing sound you probably hear around dusk.
