Dude if you have a hand growing out of your neck you have a bigger problem than chapped lips. Go to the doctor and have it removed. Oh and have a great laugh watching My Big Fat Greek Wedding. Aunt Tula has the same problem but instead of a hand it's her unborn twin!

Go to the Doctor and left him remove it!!! Put chap stick on your lip!! And, also while your at the Doctor have him remove that extras eye in the middle of your forehead!!!

Surgery. Don't try to remove the hand yourself -- go to a hospital.

I would recommend getting that nuisance surgically removed. Oh, and vaseline works great for chapped lips.
