Normally, a single eyelash or eyebrow hair grows to a certain length and then eventually just falls out. Most people don't notice because all the hair follicles are on a different schedule, so you always have some that are growing, some that are not, and some that are falling out.
If you damage your hair follicles enough, though, it's possible for them to stop producing new hairs. But by an large you'll just be back where you started in about four months.

You can wax many times and they will come back. I do not know about eyelashes.

I pluck my brows all the time , and I have a cousin that had a bad habit of pulling out her eye lashes, they all grow back, whether they fall out naturally or you do it yourself.

No they don't. If you damage the follicle you can stop it from growing back. The more often you do it, the less likely it is to grow back.

no, if you keep waxing they could grow back thinner, until they finally stop all together, but that takes a long time.

My ex-mother-in law plucked her eyebrows too many times when she was younger and now she has to draw them on. They look really funny. Be very careful when plucking.
