If assuming chaos is equivalent to disorder in a closed-system, then according to the Second Law of Thermodynamics it can not.

Yes, it makes people work as a team. They start to help each other and rebuild, possibly with new/better ideas too. They start to re-organize into groups, work on available resources, become more responsible and strong. Brings out the survival instint.
