Well, some may give you "cover up" answers, but the circles are a sign of your body being unhealthy. So I's start there.
It is usually Liver & Kidneys, which are overloaded, due to an abundance of toxins the body is trying to eliminate.
These toxins can be in the form of
Food Additives & other denatured foods found in Processed Foods
Chemicals- non organic foods, regular animal products, (not free range and no hormone raised animal though), over the counter or perscription drugs or recreational drugs or cleaning agents or bad air
Hyperallergenic Foods - foods that you are having inflammatory reactions to and don't know it
And built up toxins in the body- heavy metals, fungus, virus, bacteria, petro-chemicals etc.
If you rally want the problem to go away, work with a
Certified Nutritional Consultant, Homeopath, Naturopath or something of the kind to get you body free of these toxins and inflammatory reactions that are overloading your Liver and Kidneys.
Or try to drink more water (filtered), seaweeds, get good sleep, eat less at your meals and don't eat after 7pm or so.
Definately don't eat after 7pm or so and drink the water and get the sleep, this alone may help substantially.
Best Wishes on Your Healing Journey!

This comes from your tired eyes. You overwork your eyes and they don't get enough rest.
Get enough sleep. Lay off the coffee and the alcohol. Get away from the computer monitor and the TV or reading too much or being in low light. You could be straining your eyes. Go out once a while (meaning everyday like for a walk) and exercise your eyes as well. Take off your glasses (if you wear any) and then just roll your eyes in complete circles for at least 10 minutes everyday in cool fresh air. Wash them regularly (like once or twice a day) and wash them with cold water (no warm water added).

Actually, dark circles under your eyes are more often a sign that you're taxing your liver than lack of sleep. Does your diet contain alot of artificials, like colors, preservatives, sweeteners??? How much alcohol do you consume? Red meats (they are high in hormonals & antibiotics right now)? Do a little fridge & pantry check & make a few changes, add more good water, and see how you look after a week...

I have been having that problem for about one year now. The best thing to do is try to get out on a beach once a week, work out 3-4 times a week, and get at least 8 hours of sleep. I don't even have to use my foundation anymore. It's great!
