Why did multinational established corporations like AT&T & Wal-Mart get millions meant for small business?

I don't know much about the specifics of this case, but in general, if you run a corporation with a lot of cash on your hands, you can afford to lobby politicians, contribute to their campaigns, run ads, and even influence news media that is either afraid of your lawsuits or losing your ad dollars. Money talks and can buy you a lot of power. If you're a small business, unless you're really lucky, you're pretty much just an ant in front of a steamroller.

See it from Consumer View Point...
They see EVERYWHERE the same stores so they assume that "IT HAS TO BE SUCCESSFULL" =
1)QUALITY
2)guarantee
3)Continous reloading of Raw Materials etc->No time for anything to hited by Time...

And stuff Like that..

Also Multinational aka No Border Companies have the best Economist,Marketears, Mechanics,Scientist, Generally the Whole personel is the best in what they r paid to do...
Last but not Least(I think) that they Combine the best characteristics of Cultures(they have analyze) into their products..and so became popular in a variety of Different ppl///
