um...you can't make something from nothing...
due to the law of conservation of matter and energy, matter can neither be created or destroyed. in other words, there is only a finite amount of matter on our planet. therefore, we could not "clone" a planet.
we could theoretically change energy into matter (E=mc^2) and then using fusion we could build the atomic material we needed for this "new earth". (this is how stars "build" atomic material and how all of the matter in the universe was formed.) but we would need to do this in outer space or else transporting the new material into space would pose a significant logistical problem. another logistical problem is that we would need to find an appropriate location to place this planet in orbit around the sun while it was being built. where would the builders live in the meantime?
building the planet this way would require an enormous energy source and an investment in manpower previously unknown to mankind, in addition currently available technology would be highly inefficient in achieving the goal.
i think it would be easier to colonize the moon or mars or perhaps one of the moons of jupiter.

We are doing it now. Searching the universe. Maybe we can find another place with the earths atmosphere only cleaner. As far a cloning the planet, don't think so. One would have to clone the sun and the orbit to place the cloned earth in. Would be interesting to watch.

Creating a planet would be difficult and beyond our scientific capabilities right now.
There is a process called Terraforming. It's been suggested we do that with Mars by creating a heavier atmosphere by adding more carbon to it. Why do you think scientists are so interested in if there's water there or not?
