I saw him shmokin' on the little thing before the cartoon began (we're watching his DVD today- LOL). Plus, he was shmokin' a stoogie-rat when the cartoon first started. LOL.

Back when the Pink Panther was first created, smoking was considered cool or "in style," and the Pink Panther was supposed to be very cool. Hence, the easy, flowing music, the clever ways to trick the hunter, and the smoking.
