Depends; do you mean just regular old sex, or a relationship with sex? If it is just sex, then I guess whenever they feel like it. I lost my virginity at 17. I've only been with two women, the second of which I am still with....I probably would have had more, but have been locked up for a long time. BUT, at the age I am now, 24, I'm happy with what I got. You need some maaturity to really get into a serious relationship, because it is not about a kid thing.

For most countries people first time have sex when they are 18,but I think that u can have sex when u are ready

My own personal view is when they are married whenever age they do . Though I will not have control over my kids in their late teens or early twenties

When you are mature enough to handle the consequences of your actions. If you are ready to deal with sexually transmitted diseases, possibilities of pregnancy, emotional dependence and long term committments to other people, then you are ready.
If you don't care about these things, you're not ready.
If you don't understand these things, you're not ready.
If you ignore these things, you'll hurt yourself.
