How many hints does God need to drop that he doesn't want certain people to produce children?

Well, I want children very much and my husband and I have been trying and trying and no luck yet, so he obviously doesn't want us to have any. I certainly do think that some people don't need to be having any children, like those that live on the street or live in poor conditions or teenagers. They need to be giving birth control away free for those people.
