That Why I love my Sony Ericsson cell phone, It has sound recording capabilities, I always records my favorite songs, and use them as ringtones :)
and I can send the to my friends as multimedia text messages and they can set them as ringtones too, All FREE!!, ( text messaging charges applied)

If you don't have Bluetooth on your phone try this website freeringtones.co.uk If you do have Bluetooth capabilities you can get tunes from other people's phones that way.

samsung's website sends ringtones to your phone ( if its samsung)
Try the o2 website
Usually they ask you to send a text to them with the ringtone code that you have chosen
