Don't you hate that expression- Tax shelter? The Chancellor needs taxes for education, health service etc and who better to pay more than people who make more?

Yes, but you have to spend a lot, too. Legal tax shelters are expensive to set up and maintain. So, unless you have a very large income, shelters can be more expensive than taxes...
