Skin under the eye is very thin. When blood passes through the large veins close to the surface of the skin it can produce a bluish tint. The more transparent your skin the darker the circles appear. Also if you are exposed to the sun, even in people with darker skin, exposure to sunlight, especially during the summer months, can cause a higher-than-normal level of skin pigmentation (melanin) under the eyes. Any product with cucumber in it - such as de-puffing lotions you can get in the make-up section - or simply slice up a real cucumber, and put it over your eyes. Chamomile eye-bags are real soothing and will work just as well, or use a cooled chamomile tea bag...
another thing you could use in a pinch would be a ice cold spoon placed over your eyes. As for wrinkles - You didn't specify your age - but the best way to prevent them - don't get too much sun, and drink plenty of water. Use a good moisterizer and sunblock everyday. Thats the best I can tell you.
