That depends on the industry - but you ususally need a demographic study, a comparison to other like businesses, and projected income for 5 years based upon your findings.

You also need to make a recommendation on the type of facility needed, infrastructure and amenities based on your studies. You also need to project your labor requirements and how you intend on filling the positions.

My recommendation is to find someone who is a specialist in the industry and pay them to prepare the report. It makes the findings more credible.

The report should begin with an executive summary (your conclusion as to whether the proposition is feasible and a brief outline of the reasons why you think so). Even though the executive summary comes first, it's usually written last, after everything else is written.

Then comes the actual report. The background section informs the reader about the problem the proposition is intended to solve. Then you describe the proposition, including, if applicable, the organization that presented it and its key people. Then you review the proposition. You identify the proposition's key assumptions and offer your opinion (preferably backed by research) as to whether those assumptions are realistic and how the proposition would change if more realistic assumptions were used; also, the proposition may contain omissions or factual errors, so you should point them out and explain how filling in the gaps or correcting errors would change the nature of the proposition. Finally, you should write a conclusion, briefly stating your opinion of feasibility. Then, you can use the conclusion as a base for the executive summary (start the executive summary with a paragraph or two from the background section, briefly describe your review process in the middle, and end with the conclusion).
