Some do it because they like the way the clothes feel. Some do it because they enjoy trying to look like a woman. Some do it for kicks. There's no single reason why people do the things they do, everybody does things for their own reasons.

There are two reason.
The first being sexual gradification. It makes them sexually arroused. Often them they find it enhances masterbation. These crossdressers find the feel, the look, everything contributes to a form of sexual gradification.
The second reason is that of identify. They feel this is who they really are. They see themselves as having a female side that needs to be expressed. A crossdresser may find that it helps him to relax, to get comfortable, and just makes him feel happy.
In both cases crossdressing can be performing the same function as a fetish, only to a more extreme.

Why do some people want to rule the world and some people want to just go home and play video games? There as many motives as there are people. It's for fun, or for expression of themselves, or for the titillation, or just because they look or feel better that way. The point it, it doesn't matter. Of all the things for society to worry about, what a person decides to wear should be the lowest on the list. (And personally, I love a guy in lingerie)
