i think in a foot race the flash would win, superman can go as fast but he has to fly to do it.

If Superman were flying while the flash was running then Superman will win but if they are both running then the Flash will win.
Hence Superman cannot outrun The Flash

In Superman the Animated Series, they had a race between the two. They were about even, then someone attacked and they fought him together. If the path is clear, they're about the same, but if there's an obstacle, Superman has an advantage, because he can fly, while Flash has to go around the mountian or something.
