Uncle Vernon is not a wizard. "Mimble wimble" was mumbling, nothing more. If he was a wizard, then why does he hate magic so much? Why does he call wizards and witches "freaks"? Why is he so hateful toward Harry? If he was a wizard, he'd be quite a bit different from the stuck up wanker that he is, trust me.

No, JK Rowling said that neither Uncle Vernon or Aunt Petunia are wizards or witches.

J.K. Rowling has said on her website that none of the Dursleys are magical. And besides, Uncle Vernon didn't really say the word Mimblewimble. It's not like he went up to Hagrid and said, "Mimblewimble!" It sounded like mimblewimble. He was mumbling because he was cowering in front of Hagrid.
