Your penis size does fall into the "normal" bracket, if you have a functioning erection and vital semen , then you're actually fine. However, you can get an operation(phalloplasty) that cost about $6,000USD that would give you an extra 2-3 inches. As far as your chest, you may suffer from Gynecomastia. this is actual breast tissue that needs to be removed and cannot be reduced from excercise. You also seem to have some form of body dismorphia, or low slf esteem. Consult counsel and your doctor and you will be fine. You may have a condition called Klinefelter syndrome. Read about it and determine if this is something you want to get tested for. If so, tell your Dr. that you want a chromosome analysis to determine if you have Klinefelter syndrome.
If this is not the issue, you definitely have a low testosterone problem. 4-5 million men do not produce the level of testosterone they should naturally, many never get diagnosed. Ask your Dr. to test for possible low testosterone production. This can be treated with testosterone therapy that will help a lot of your issues.

i saw an episode on this on dr 90210. call a cosmetic surgeon. they can lipo your chest to get rid of excess fat and do a penis enlargement or cut back skin to make it appear larger.
