Even if you know that someone probably can't make it, sending an invitation is probably a good idea. Put yourself in their shoes, if you weren't invited to a good friend's or family member's shower how would it make you feel? Not inviting someone could have unintended side effects.
Sending an invitation lets someone know that you care and that you think they are important in your life. Spending 39 cents for a stamp is a small price to pay for that (or you could send an email and it's free!). Plus, your friend or family member that's out of state might respond by sending you a great gift!

Yes, friends will be offended if they're not invited. They will most likely invite you to functions that you won't be able to attend. It will all balance out in the end.

Yeah, I think I would send them. You dont want them to feel left out or here from someone else that you had a shower. Just let them know that you completely understand if they cant come. Maybe they could send a gift.

Send the invites to them. If they find out there was a shower that they were not invited to, they would not be happy. At least this way, even if they cannot make it, they know that they are welcome.
