Lice did. Lice invented Head Lice. They used to live in a democracy but in true Orwellian style, some felt that they were created more equal than others and so had the urge to make all the decisions.
They are more bossy than the Body Lice who just seem to go along with things in an armless sort of way.
But the worst have to be Pubic Lice. No matter how you look at them they are revolting. And mean too. They always grab you by the short and curlies.

Living things arent really created by anyone.... living things are the result of evolution and natural selection.
I assume you are a young person, so I'll put it this way, they are a product of nature, they were created like any other living thing on the planet.....by God, Evolution, whatever it is that you want to believe, but just know this, they weren't made in a lab somewhere just to annoy us.

They were created by Nazi Scientists in 1939 to be another plague on the peoples they did not think were of true blood. HTe problem rose that they liked all heads equally and infested Aryans as well as Gypsies, Jews and everyone else.
