No, because a lot of the questions are seeking opinions, or are just statements with a question mark at the end. Responding with a question is often done to make the asker think about his/her question from another point of view. Unless it's a stupid question like, "Why are you asking this question?"
Get me?

It's funny because i do that all the time, there is someone that always asks me questions, the question sometimes gets so difficult for me to answer, that i just answer with a question, he always tells me don't answer to me with a question, but with an answer.
Is weird, but true!

answering a question with a question, is basically argumentative, and wanting the point/points raised from your point of view answered first, thus technically speaking answering your own question opposed to the person who asked first..... if a question is asked of a question, the initial question will change anyway--- then you will never know what question was going to be asked.............

If the question is unclear there is a need to ask a question in order to clarify it. Don't you think?

what question?
not if it makes someone think things through from your point of view, so that they will have a fresh perspective of the old problem.
