I want to put some banners on my site and I don't know where to start. Who can I trust to pay me, and where are the ones for 5 cents and up?

Are you talking about creating your own banner rotation system?
If that's the case then there are prebuilt scripts out there that will handle that. Some of them are even free and include quite a bit of allowed customization on your end.
What you wanna do is figure out what kinda site you are creating and what kinda advertisers you want on it. Chances are, you should be doing this with other businesses and not personal users, as businesses are more likely to pay you.
You also are going to have to have a strict and accountable reporting set up, so that clients can log in and see their hits that they are getting. They won't just take your word for it.
