Well the simple answer is either. There are loads of great female bassists and drummers (I play with one). It depends on what kind of person you are. Both are technically percussive instruments that form the backbone of songs.
If I have to pick one, I'd say drums. They take a while to learn (as would bass), but with the right influences (John Bonham of Led Zeppelin, Dave Grohl, Bill Ward of Black Sabbath) some people can turn into incredible drummers. Drummers, especially female ones, are also a much sought after commodity in rock bands, so you'll have no problem with finding a band to rock out with.

Both but I'd say learn the drums although I am a guitarist, basist, and a drummer.
